과학기술계 정부출연연구기관 거버넌스의 적정성 연구: 연구회 체제를 중심으로

This study aims to analyze the appropriateness of the governance in science and technology-related government-funded research institutions(GFRIs) in Korea. The analysis of governance in this study focuses on the authority relationships among actors after the introduction of research council system. The study examines the appropriateness of the affiliation and placement of the GFRIs and their institutional performance in response to governance changes. The analysis shows that the introduction of the research council system improved the legal autonomy of research institutions, but these institutions lacked crucial autonomy for R&D and the government intervention persisted. The placement and affiliation of institutions on the research councils misfitted with the individual institutions' characteristics. Moreover, there were hardly any significant improvements in institutional performance and a trend of isomorphism among institutions after the integration of research councils. The results of the study imply the need for a new understanding of the autonomy and independence considering the characteristics of the GFRIs. In order to improve the appropriateness of governance in the context of transformative innovation, this study suggests the abolishment of the corporate status of the institutions, the regrouping of the institutions by their characteristics, the reinforcement of the research council’s coordinating role, and the establishment of a ministry responsible for a grand challenge problem.
