항공기의 온실가스 감축에 관한 법적 검토

Since the COVID-19 endemic was declared, anti-COVID restrictions have been eased and demand for aviation has been growing rapidly around the world. As aviation demand increases, so do greenhouse gas emissions, which can be reduced by developing new technologies and switching to sustainable fuels. Policies to reduce aviation greenhouse gas emissions have been strengthened after the EU announced that it will apply a emissions trading system to the aviation sector. The International Civil Aviation Organization (ICAO) has introduced the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). Several countries are pursuing policies such as establishing aviation GHG reduction targets, mandating the use of sustainable aviation fuel (SAF), and shifting from aviation to rail. While the Korean government and airlines must prepare to respond to changes in the regulatory environment, no CORSIA implementing legislation has been enacted, and there is a lack of policies to expand SAF or support companies' mitigation efforts. This paper examines how the regulatory paradigm for international aviation has changed and how Korea is currently responding. It also reviews policies related to aviation GHGs in the EU, UK, France, and Japan. The paper concludes with suggestions for legal and institutional improvements to reduce aviation GHGs.
