Background With the recent emphasis on the public role of design, design governance that required the participation and cooperation of various social members, including citizens, has emerged as essential. In particular, the role and business adjustment of public institutions through local public agency mergers by the government required new roles and changes in local design promotion agencies. Therefore, the purpose of this study is to research the concept and system of design governance, and through this, to derive a model for local design governance. Methods In this study, to understand the concept of governance, we collected and analyzed literature that defined governance and derived the basic models of domestic and foreign design governance. We also presented the types of design governance according to classification criteria. We selected and analyzed foreign cases based on the presented types of design governance, which included five cases. Through literature review and analysis of foreign cases, the direction of regional design governance can be summarized into four aspects. Results The first is securing and utilizing a group of experts, and the second is actively utilizing local design education institutions. The third is establishing a data-based platform, and the last fourth is establishing a dedicated policy research institution. Conclusion In conclusion, the regional design governance model should have a cooperative deliberation and adjustment process through the participation of various layers and experts, and the design-centered policy research function for local communities should be reflected based on a system that can accumulate continuous data.
