실효적인 자치경찰제도의 확립을 위한 법·제도적 방안의 모색

The autonomous police system was introduced to improve the completeness of local autonomy through the autonomous processing of security services, maximize residents' satisfaction by reflecting the structure and characteristics of the region. In the course of the discussion, a dualization model consistent with the original purpose of the autonomous police system was proposed, but criticism was raised about national financial difficulties, business confusion, and security gaps. Accordingly, the legislative process was carried out to introduce a unified model led and supervised by the municipal and autonomous police committees, while separating state affairs and autonomous affairs from the existing national police organizations. As a result, the Act on the Organization and Operation of National Police and Autonomous Police was enacted in December 2020 through a complete revision of the Police Act, and the autonomous police system was fully implemented based on this. However, the current unified autonomous police system model does not meet the original purpose of the autonomous police system to secure autonomous processing of security services by local administration and provide security services suitable for local characteristics. Accordingly, by raising legal and institutional tasks as a solution, this paper seeks to find ways to apply the autonomous police system in the current situation in Korea, where the reality of autonomous police and local autonomy is poor. Through this, it aims to overcome the current errors and provide an opportunity for the autonomous police system to be established early through creative efforts based on the unique security needs of local governments as a Korean autonomous police system.
