실질적인 사회복지국가 구현을 위한 연구

When we examine the survey results regarding the perception of South Korea as a welfare state, more than half of the citizens consider South Korea to be a welfare state. However, many still believe that the welfare in our country is either average or insufficient. Despite the numerous social security systems that have been implemented, the fact that a significant portion of the population still does not perceive South Korea as a welfare state highlights existing issues within our social security system. The problems with our social security system include the burden on national finances due to populist-oriented excessive social security policies, inefficient operation of the social security system, and persisting blind spots in welfare coverage. Furthermore, inequalities between social classes and regional autonomy bodies are deepening. To address these issues and realize a substantive welfare state in South Korea, several steps need to be taken. Firstly, a harmonious balance between free market economy principles and the principles of a welfare state should be achieved to alleviate economic inequality. Secondly, a social security system that takes fiscal soundness into account should be operated. Thirdly, since the state cannot entirely assume responsibility for individuals' lives, individuals should strive to take responsibility for their own lives as much as possible. The social security system should adhere to the principle of subsidiarity, applying supplemental measures where necessary.
