The problem of population decline due to the outflow of youth population and the issue of regional extinction in Jeonbuk region are at a serious level. In addtion there are some problems that the quality of the start-up support policy is insufficient and competitiveness of the Jeonbuk region related start-ups is still low. There is a need for a study of policy suggestions that can solve such problems. Accordingly, this study aims to suggest public sector policies that can achieve a triangular goal such as securing growth engines in Jeonbuk region, job growth and prevention of the outflow of the youth population by vitalizing startup business in Jeonbuk region. In order to achieve the objectives of the study we diagnosed the actual conditions of start-ups in Jeonbuk region and analysed the start-up policy in Jeollabuk-do through questionnaire study, statistical surveys and literature surveys. In addition we examined the implications of technology start-up support policies in the United States, Japan, Israel, and Singapore. The public sector policy of recommendations of the results of this study are as follows. To revitalize technology start-ups, firtst it is necessary to fully reexamine support policies and reconsider priorities of new technical start-ups. Second, the department in charge of start-up policy in Jeollabuk-do should set the goal of introducing the Jeonbuk-style TIPS program within the year, and it is necessary to create a survival soil for start-ups expanding step-by-step support for technology start-ups and deep-tech start-ups. Third, the risk burden of failure to start a business should be reduced by capitalizing one’s experience of failing to start a business and providing opportunities for a comeback. Fourth, it is also an urgent task to innovate the financial support system for start-ups, such as establishing a differentiated funding support, investment attraction, and evaluation system that reflects the specificity of the start-up stage, and expanding financial support for start-ups qualitatively and quantitatively. Fifth, in order to enable start-up companies to focus on core businesses such as technology development and management, the K-ICT startup mentoring program should be introduced so that one-stop support for expanding the capabilities of management and technology and one-stop support for manpower need to be expanded. Sixth, it is also necessary to create a friendly business environment by improving start-up convenience. In addition it is necessary to expand the start-up support network and form a deep-tech expert mentor group to support continuous start-up growth. And it is also necessary to create a regional specialized deep-tech start-up clusters in 14 cities and counties.
