공공기관의 ESG 성과 측정에 관한 연구: 국내 공공기관의 사회적 성과 측정 사례분석

본 연구는 최근 지속가능발전을 위한 ESG 경영이 민간은 물론 공공영역에서도 중요한 이슈로주목받음에 따라 공공기관의 ESG 경영 전략 수립과 추진에 필요한 고려사항을 사례 연구를 통해분석하였다. 아직 공공기관의 ESG 경영과 관련한 선행 연구와 이론적 기반이 충분하지 않다는 점을 고려하여 국내 공공기관의 사례 연구를 통해 공공기관 ESG 경영 전략 수립과 추진에 고려해야 할 사항과 시사점을 도출하고 향후 연구의 방향을 제시하고자 한다. 연구 대상은 과학기술정보통신부 산하기관인 한국인터넷진흥원의 사회적 성과 측정 사례이다. 한국인터넷진흥원을 대상으로 비용-편익 분석 접근법과 사회적 투자수익률(SROI) 방법을 적용하여 기관의 사회적 성과를 측정한 결과, 사회적 편익 창출 규모는 4,874억 원, SROI 값은 4.13 으로 나타났다. 본 사례는 그동안의 유사 사례에서 점수나 등급으로 사회적 성과를 측정한 것과는달리 공공기관 재정사업의 사회적 성과를 비용-편익 분석 접근법 및 사회적 투자수익률(SROI) 방법을 적용하여 측정하였다는 데 의의가 있다. 또한, 향후 지속해서 공공기관의 사회적 성과를 분석하고 그 결과를 공개한다면, 공공기관의 공공성을 높일 수 있는 대표적인 수단으로 자리매김할것으로 기대된다.
Abstract
As ESG management for sustainable development has recently emerged as an important issue in the public as well as private sectors, this study analyzed the considerations necessary for establishing and promoting ESG management strategies of public institutions through case studies. In this study, the case of measuring social performance among ESG performances of Korea Internet & Security Agency was examined in detail. Korea Internet & Security Agency measured the organization's social performance by applying the cost-benefit analysis approach and the social return on investment (SROI) method. As a result of the measurement, the scale of social benefit creation was 487.43 billion won and the SROI value was 4.13. In order to systematically measure social performance of public institutions in the future, the development and application of objective performance indicators and the systematic collection and analysis of relevant data for performance measurement are required. Further discussion on ESG performance measures that can be applied universally is also needed.
