This study focuses on the employment and labor experiences of youth non-regular workers, who make up the majority of non-regular workers in social welfare facilities. Through qualitative research on non-regular youth workers at social welfare facilities, first, we find the reasons for the continued expansion of non-regular workers at social welfare facilities responsible for the provision of social welfare services in Korea. Second, we analyze the working conditions and labor experiences of youth non-regular workers working in social welfare facilities. Third, through this, we aim to find policy implications by exploring policy alternatives for non-regular workers in social welfare facilities and problems with social welfare service policies. The results of in-depth interviews with 12 youth non-regular workers at social welfare facilities were analyzed using thematic analysis techniques and policy discussions were developed. Based on the research results, realistic revision of outdated laws related to subsidies for social welfare facilities, conversion of various auxiliary projects performed by social welfare facilities into unique projects, expansion of budget, and reasonable revision from a labor law perspective of the guidelines for social welfare auxiliary projects of the Ministry of Health and Welfare and the Ministry of Gender Equality and Family. proposed. In the short term, we proposed equal payment of welfare points to non-regular workers, payment of equal labor wages to similar non-regular workers in social welfare facilities, expansion of the application of living wages, and participation of non-regular workers in the local government's social welfare facility treatment improvement committee.
