한국의 정부기술료 제도의 장기적 정책과정 분석: 다중흐름과 옹호연합모형 관점 분석

초록
한국의 정부기술료 제도는 다른 나라에서 유래를 찾아보기 어려운 독특한제도이다. 이 제도는 1982년 국가연구개발사업이 시작되면서부터 도입되어40여 년간 유지되며 발전되어 왔다. 본 연구에서는 한국의 정부기술료 제도의 정책형성과 변경과정을 정책형성론의 두 가지 주요 분석모형(다중흐름모형과 옹호연합모형)을 적용해 분석한다. 구체적으로 한국 기술료 정책의 의제설정과 제도화 및 실행, 그리고 이후의 변화의 과정(process)을 질적연구방법론을 활용해 분석한다. 한국의 기술료 제도는 도입기에는 해외나 민간, 또는 선도부처로부터 제도를 모방 도입하여 발전해 오다가 성숙기에 이르러서는 세분화된 옹호연합이 형성되고 제도 내부의 모순에 대한 불만을 해결하는 방향으로 진화되어 왔다. 이 과정에서 정치적 이념 등의 영향은 크게 없었고, 정책의제와 대안은 정권의 변화, 관련 상위 법제도의 개폐를 계기로발굴되고 설정된 측면이 강하다. 전체적으로는 제도의 주무 관료가 제도의발전과 변화의 주 역할을 한 것으로 보인다.
Abstract
Korean Government Royalty System(KGRS) is a unique system that is difficult to find in other countries. KGRS has been introduced since the national R&D project began in 1982 and has been maintained and developed for more than 40 years. This study analyzes the policy formation and change process for KGRS applying two policy formation analysis models, Multiple Streams Framework(MSF) and Advocacy Coalition Framework(ACF). Specifically, the agenda setting, institutionalization, implementation and changes of KGRS were analyzed by a qualitative research methodology. KGRS has been developed by imitation from overseas, the private sector, or leading ministry in the introduction period. In the maturity period, a subdivided advocacy coalition has been formed and complaint about contradictions has been solved. In this process, there was no significant impact on political ideology, and policy agenda and alternatives were discovered and established in changing administrations and legal systems. Overall, the bureaucracy in change of the system has played a significant role in the development and change of the system.
