일가정양립제도의 내용과 문제점 및 개선방안

In an era of low birth rates and an aging society, discussions on quality of life are bound to expand as the productive population decreases, and various social problems such as excessive working hours and rapid transition to single-person households are occurring. As nuclear families are converted to dual-income families, various changes are occurring in the social environment, such as increased economic activity of women and early retirement due to marriage and childbirth. The contradiction between work and family has deepened, and society's demand for a family-friendly work environment has become stronger. Changes in employment patterns resulting from these changes in labor flow require a national response, so it is necessary to establish a work-family balance system and culture that suits domestic circumstances. To this end, we compared Korea's work-family balance system with overseas countries' cases such as UN, ILO, and EU guidelines to establish a unified legal system for maternal protection, work-from-home system during childcare, social insurance for pre- and postnatal leave benefits, and basic job training. We presented specific legislative details such as improving the childcare leave system through cost support, paid leave for family care leave, and extended and paid paternity leave for spouses.
