해외 학교안전 법제 분석 및 국내에의 시사점 연구 : 미국, 영국, 독일, 일본

The purpose of this study is to examine and discuss the implications for domestic school safety by looking at the legal frameworks for school safety in the United States, the United Kingdom, Germany, and Japan. Through foreign cases, several applications and implications for more effective accident prevention and school safety management systems in South Korea were suggested. First, there is a need to clarify the responsibility for school safety management and institutionalize school safety education in legislation by integrating the "School Violence Prevention Act," the "School Safety Act," and the "School Health Act" into a single "School Safety and Health Act." Second, on the dimension of strengthening national responsibility, it is necessary to secure sufficient budget support, manpower, and improve the expertise of school staff, as well as establish a unified specialized institution. Third, there is a need to upgrade the "School Safety Act" to the level of the "Occupational Safety and Health Act" and enhance the capacity of the School Safety Promotion Committee to the level of Germany's social insurance. Fourth, it is necessary to build a dense school safety network operated by a systematic system and effective manuals. Fifth, there is a need for a paradigm shift in prevention activities and safety education. Sixth, it is necessary to closely share and link safety systems with local relevant agencies and organizations. Seventh, conducting an effective school safety risk assessment is required to reduce accident rates. Eighth, school security needs to be further strengthened. Ninth, in student safety legislation, it is necessary to specify both the rights and responsibilities of students. Tenth, South Korea should consider introducing a "Gap Year" system. Through these discussions and suggestions, we hope to see positive changes in domestic school safety and school safety legislation.
