한국의 포퓰리즘과 시민교육 -고등학교 ‘정치와 법’ 교과서의 ‘자유민주주의’ 기술 내용 분석-

This study analyzes growing populism in South Korea and its implications for civic education on liberal democracy. It is widely understood that populism is at odds with liberal democracy rather than democracy per se. Korea's recently emerging populism is mainly from the below rather than the top, increasingly working against Korea's liberal democracy. Civic education can be proposed as an effective strategy to cope with Korea's anti-democratic demand-side populist politics. This study points out that populism has some noteworthy implications for civic education on liberal democracy, the core components of which are representative democracy, the rule of law, and the rule of the majority. Examining Korea's high school politics and law textbook as a case study, this study points out that the school textbook provides a solid explanation of the concept of 'the rule of law' while lacking proper descriptions of the two core components of liberal democracy, 'representative democracy' and 'the rule of the majority,' to cope with populism. This paper argues that the absence of the rule of the majority in the textbook may make Korea's civic education vulnerable to the rise of populist politics and illiberal democracy.
