정책 아이디어와 서울시 정책변동 - 공정 가치를 중심으로 한 박원순 시정과 오세훈 시정의 정책 담론 비교분석 -

This study aims to compare and analyze the main policy discourses of Mayor Oh Se-hoon and Mayor Park Won-soon, and how the policy idea of “fairness,” which has emerged as a key buzzword in Korean society, affected policy changes. For this, the study presented the typology of fairness and sought an appropriate harmony between quantitative and qualitative methodologies by conducting network text analysis, Word2Vec analysis, and expert surveys based on language-oriented discourse analysis and methodological pluralism. As a result of the analysis, the meaning of fairness for Mayor Oh was similar in terms of the fairness of the legal principles for the first and second terms. However, in the first term, fairness was limited to transparent transactions in the market and fairness in the management of public office, and focused on fairness at the procedural level, while in the second term, fairness at the outcome level was also highlighted while encompassing various public values. These changes in policy discourse can be attributed to the socioeconomic environment in which inequality has intensified, policy learning of Oh’s first-term failure, and the path dependence of Park’s policy legacies. In the case of Mayor Park, the meaning of fairness was found to reduce inequality and pursue a fair community coexistence, and unlike Mayor Oh, emphasis was placed on fairness in the consequential dimension centered on income redistribution. Finally, there should be an additional analysis on to what extent the emergence of fair discourse in Seoul city administration has brought about substantial changes in terms of policy outcomes.
