청년정책의 법적, 행정적 기반이 청년의 삶의 질에 미치는 영향 -세계가치조사(World Values Survey) 결과

이 연구는 청년정책 추진과 관련하여 독자적인 법률과 행정부서를 두는 것이 적절한가에 대해서 청년의 삶의 질(quality of life)에 미치는 영향을 분석해 살펴보았다. 정책성과를 측정하는데있어서 삶의 질은 경제(물질적 결핍), 교육과 노동(니트(NEET) 여부), 행복 등 세 가지 영역을나누어 살펴보았다. 분석 자료로는 세계가치조사(World Values Survey)자료를 활용하였으며 청년 법률 제정 여부와 청년정책추진체계에 관한 정보가 제공된 51개 국가를 대상으로 분석하였다. 위계선형모형(HLM)을 통해 분석한 결과, 개인 수준과 국가 수준의 변수들을 모두 통제한 상태에서도 청년 법률을 갖고 있는 국가의 청년들은 그렇지 않은 국가의 청년들보다 물질적 결핍의정도가 낮았고 행복감은 높았다. 청년정책추진형태의 결과를 살펴보면, 청년(youth)을 부처의 명칭에 포함한 국가에 살고 있는 청년들이 통계적으로 유의미하게 부처의 실/국/과 수준에서 청년정책을 추진하거나 청년위원회 등의 형태로 청년정책을 추진하는 국가의 청년들보다 긍정적인 효과를 보여주지 못했다. 이 연구는 이러한 연구결과를 바탕으로 정책적인 시사점을 제시하였다.
Abstract
This study examined the impact of establishing independent legal and administrative departments concerning youth policy initiatives on the quality of youth’s lives. When measuring policy performance, we divided the quality of life into three areas: economy (material deprivation), education and employment (NEET status), and happiness. The analysis utilized data from the World Values Survey and focused on 51 countries providing information on the enactment of youth laws and the establishment of youth policy systems. Based on HLM(Hierarchical Linear Modeling), the youth in countries with youth laws experienced lower levels of material deprivation, and greater happiness compared to youth in countries without such laws. Examining the outcomes of various forms of youth policy initiatives, it was observed that youth residing in countries where the term “youth” is included in the names of government ministries did not statistically show more significant positive effects. Based on these research findings, this study proposes policy implications.
