사회복지시설 유형에 따라 살펴본 종사자의 임금구조 및 근로시간 : 대전광역시를 중심으로

본 연구는 사회복지 시설의 유형에 따른 임금구조와 근로시간을 분석하고 이를 토대로사회복지시설 종사자의 처우개선 방안을 모색하는 것을 목적으로 한다. 이를 위하여 대전광역시 소재 사회복지 시설을 지방이양 이용시설, 지방이양 생활시설, 국비지원 이용시설, 국비지원 생활시설의 4개 집단으로 구분하여 FGI(초점집단면접)를 실시한 후 내용분석 방법으로 분석하였다. 주요 분석결과를 살펴보면, 먼저 임금구조의 공통의 이슈로는 급여의 다름과 전반적으로 열악한 임금수준이었으며, 시설별 이슈는 호봉제, 임금가이드라인 적용, 운영비와 인건비 분리 문제가 지적되었다. 근로시간에 관해서는 공통의 이슈로는 인력보강및 충원, 수당의 문제가 제기되었으며, 근로시간에 대한 시설별 이슈는 교대제 근무체계, 시설장 업무과다가 지적되었다. 이러한 결과를 토대로 사회복지 종사자 전반의 정당한 보수수준을 논의하고, 유형 간 차이를 공정하게 보완할 수 있는 기준 마련, 사회복지시설 종사자 인건비 가이드라인의 충족, 적정 근로시간 보장을 위한 인력 강화, 시간 외 근로에 대한명확한 보상 기반 마련 등을 제언하였다
Abstract
This study aims to analyze the wage system and working hours based on the type of social welfare facility and suggest improvements for worker treatment in Daejeon City. Social welfare facilities have been categorized into four groups: local government-funded services, local government-funded residential facilities, national government-funded services, and national government-funded residential facilities. Data were collected using the Focus Group Interview (FGI) method and analyzed using content analysis. The main findings were as follows. First, in the case of the wage system, the common issue was a poor wage level. Issues by facility included the application of wage guidelines and the separation of operating and labor costs. Next, regarding working hours, the common issues were the recruitment and overtime payment of workers. Each issue was pointed to the problem of a shift-working system and work overload on the head of the facility. Based on these findings, it is suggested to discuss fair compensation, establish standards for fair compensation, meet labor cost guidelines, and strengthen the workforce to ensure proper working hours.
