Aiming to broaden the horizon of smart city research in the field of public law, this study sought to move beyond the limited discourse on contemporary urban planning and academically reinterpret the essence of smart cities from both factual and normative perspectives. Going beyond the conventional approach to smart cities, this research aimed to analyze the inherent characteristics of administrative planning and its changing nature in the contexts of comparative law and legislative policy. The study attempted an academic approach to how the legal issues of ‘sustainable development’ presented under the diverse legal systems of the EU, Germany, France, and the United States are reflected in smart city administrative planning. In the dogmatic realm of law, the research conducted an academic review on what legal standards and principles should underpin the establishment of smart city administrative planning. The specific characteristics of smart cities were systematically analyzed in four dimensions: subject, procedure, form, and content. Based on this, the study sought to derive the legal orientation and strategic approach of smart city administrative planning. This paper proposes a shifted academic perspective at the intersection of smart cities and jurisprudence, aiming to present a transformed paradigm in the field of contemporary urban planning research.
