기업의 정책도구 인식 정도가 혁신에 미치는 영향: 성향점수매칭을 통한 정책도구 효과분석

최근 외부 환경적 요인으로 시장의 불안전성이 높아지고 있다. 이에 정부는 위기 극복을 위한 대안으로 지원확대 및 규제완화 등의 정책적 접근을 강화하고 있으나 시장 인식과의 부조화에 따른 실효성 문제가 제기되고 있다. 이에 정책 수혜자인 기업의 인식 정도를 고려한 효과분석의 필요성이 요구된다. 본 연구는 기업의 정책도구 인식 정도가 혁신성과에 미치는 영향을 파악하고자 성향점수매칭 방법(PSM)을 활용하여 그 효과를 실증하였다. 분석 결과, 인식 정도에 따른 차이가 있음을 확인하였다. 정부지원은 기업의 인식 정도와 무관하게 혁신성과를 구축하는 효과를 보였다. 반면, 정부규제는 기업의 인식 정도가 낮아질수록 혁신성과를 유인하는 것으로 나타났다. 또한 두 정책을 모두 활용하는 기업의 경우 정부지원에 대한 인식 정도가 높고(지원H), 정부규제에 대한 인식 정도가 낮은(규제L) 기업에서 그 효과가 큰 것으로 나타났다. 이는 국민체감 정책 수립의 기조가 확산되고 있는 현시점에서 정책수혜자인 기업의 인식 정도를 반영한정책효과 규명이라는 측면에서 의의를 갖는다.
Abstract
Recently, market instability has increased due to external factors. In response, the government is strengthening its policy approach, including deregulation and increased support, to address the crisis. However, concerns about effectiveness have arisen due to a lack of alignment with market awareness. This disconnect may stem from reduced acceptance among policy consumers, highlighting the need for an analysis of policy effects that considers the awareness level of policy beneficiaries. In this study, we employed the propensity score matching method (PSM) to examine how the degree of policy tool awareness affects a company's innovation performance. The results revealed notable differences based on awareness levels. Firstly, a 'crowding-out effect' of government support was identified, irrespective of the degree of awareness. Moreover, government regulations were found to stimulate innovation performance as awareness levels decreased. Additionally, groups affected by both policies exhibited significant effects, especially in cases where there was a high awareness of government support and a low awareness of government regulations.
