글로벌 통상환경변화에 따른 무역구제의 역할
A Study on the Role of Trade Remedy in the Global Trade Environment

본 연구를 통하여 대한민국의 무역구제 조치가 무역 상대국에 비하여 적게 취하고 있음을 보여주고자 한다. 현재 교역상대국은 자국산업의 보호를 위하여 경쟁적으로 반덤핑조치, 상계관세 조치, 세이프가드 조치와 같은 무역구제 조치를 취하고 있다. 한국의 경우에는 무역상대국에 비하여 이러한 조치가 상대적으로 적다는 비판을 항상 받고 있다. 따라서 본 논문에서는이러한 비판에 대하여 피소/제소 비율 및 피소/교역량을 비율을 정량적으로 계산하였다. 분석 결과 대한민국은 반덤핑 조치의 경우 2.95로 제소건수에 비하여 피소건수가 약 3배가 많은 것으로 나타났다. 교역량을 감안한 경우에는 한국은 전체수출에서 차지하는 비중이 약3.12%이나, 반덤핑 피소건수는 7.24%로 수출비중을 감안하였더라도 약 2.32배가 많은 것으로나타났다. 상계관세의 경우에는 대한민국의 경우에 1995년부터 2020년까지 약 15건의 피소를당하였으나, 제소는 0건으로 나타났다. 위와 같은 사실을 종합하여 볼 때 대한민국의 경우에는타국가에 비하여 소극적으로 무역구제 조치를 취하고 있음을 알 수 있고, 자국산업의 보호를위해서라도 좀 더 적극적인 무역구제 조치를 취할 필요가 있다고 볼 수 있다.
Abstract
Purpose : Through this study, we would like to show that Korea's trade remedy measures are taking less than those of its trading partners Research design, data, methodology : Therefore, in this paper, the ratio of the Reported/Reporting ratio and the ratio of the Reported/trade volume were quantitatively calculated for these criticisms. Results : As a result of the analysis, it was found that the number of Anti-dumping was 2.95 , which is about three times higher than the number of Reported. Considering trade volume, Korea accounts for about 3.12% of total exports, but the number of anti-dumping Reported is 7.24%, which is about 2.32 times more even considering the proportion of exports. Conclusions : In the case of the Republic of Korea, it can be seen that it is taking trade remedy measures more passively than other countries, and it is necessary to take more active trade remedy measures to protect its own industries.
