초록
빠르게 진화하는 ICT 융합사회에는 다양한 산업들이 ICT와 결합하여 온라인 서비스를 제공하고 있다. 새롭게제공되는 서비스들은 새로운 가치를 제공하고 인터넷을 이용한 다양한 환경에서 정보의 공유를 용이하게 한다. 하지만 ICT 서비스 이용자들이 공유하는 정보 중에는 여러 정보를 조합하여 개인을 식별할 가능성이 존재하는 개인정보가 포함되어 있다. 이러한 개인정보보호 문제 해결을 위해 온라인에 노출된 개인정보의 위험성을 이용자들에게 알리고 서비스 제공자는 수용할 수 있는 개인정보 노출 위험도를 판단하여 적합한 개인정보 노출 위험관리정책을 수립할 필요가 있다. 따라서 본 연구에서는 온라인에 노출된 개인정보를 대상으로 하는 위험평가 매트릭스를 개발하였다. 개인정보 노출 위험평가 매트릭스는 개인정보 노출 시 개인에게 미칠 영향도와 개인정보를 이용한 범죄 발생 가능성을 조합하여 개인정보 노출 위험성을 평가하고, 위험평가 매트릭스를 통해 위험도를 도출하여 적합한 개인정보 노출 위험관리 정책 수립에 도움을 줄 것으로 기대한다.
Abstract
In the rapidly evolving ICT convergence society, various industries are providing online services in combination withICT. Newly provided services provide new value and facilitate information sharing in various environments using theInternet. However, among the information shared by ICT service users, personal information that may identify individualsby combining various information is included. To solve this privacy problem, it is necessary to inform users of the riskof personal information exposed online and determine the risk of personal information exposure that service providers canaccept to establish appropriate personal information exposure management policies. Therefore, in this study, a riskassessment matrix for personal information exposed online was developed. The personal information exposure riskassessment matrix is expected to help establish appropriate personal information exposure risk management policies bycombining the impact on individuals and the possibility of crimes using personal information.
