부동산 개발에 있어 풍수영향평가지표 선정과 적용에 관한 연구 − 계룡시 금암지구 풍수영향평가지표 사례를 중심으로 −

초록
세계 각국의 환경영향평가가 각각 고유한 모델과 실천전략을 통해 다양한 모습으로 실행되어 왔음에 비추어, 우리나라 또한 우리의 풍토와 지형적 특성에 맞는 한국형 환경영향평가의 모델 및 실천 전략이 필요하다고 생각하였다. 그리고 이를 실현하고자 동아시아의 공간 사유체계이자 우리나라의 전통적인 입지이론인 풍수지리를 바탕으로 우리나라에 맞는 부동산 및 도시개발에 대한 평가체제 즉, 풍수영향평가제도를 제안하고자 한 것이다. 풍수는 고대부터 동양의 전통적인 지리학으로 발전하였고, 특히 오늘날에는 신도시 개발, 부동산 입지개발 등 현대 도시건설에 있어 풍수이론이 다양하게 적용되고 있다. 이는 풍수영향평가를 도시개발에 도입함으로써 풍수적으로 얼마나 길한 곳인지를 평가하고 풍수적 훼손과 영향 등을 사전적으로 평가함으로써 거주민에게 보다 건강하고 쾌적하고 안전한 입지를 제공하고, 풍수적으로 적합한 환경적이고 생태적인 도시건설을 제안하는데 연구의 목적이 있다. 이를 위해 풍수지리 이론체계인 용, 혈, 사, 수, 향, 비보, 형국 등을 평가항목으로 하고, 각각의 평가항목별로 풍수 이론에 기반한 평가지표를 도출하고 정량화하여, 이를 실제 사례지에 적용 평가해 보았다. 이와 같이 개발된 풍수영향평가지표를 도시의 개발사업이나 산업단지의 입지 조성사업 등 부동산 개발분야에 대해서 환경영향평가를 실행할 때에 추가적으로 활용된다면 보다 효과적이며 신뢰성이 향상되는 환경영향평가와 부동산 개발이 이루어질 것으로 생각되며, 더불어 본 논문의 풍수영향평가 한국형 환경영향평가제도의 시행에 있어서 도움이 될 것으로 기대한다.
Abstract
Given that each country's environmental impact assessment has been implemented in various ways through its own models and action strategies, Korea also thought that it needed a model and action strategy for Korean-style environmental impact assessment that fits our climate and topographic characteristics. And to realize this, we wanted to propose an evaluation system for real estate and urban development suitable for Korea, or a feng shui impact assessment system, based on feng shui, a spatial thinking system in East Asia and Korea's traditional location theory. Fengshui has developed into the traditional geography of the East since ancient times, and today, fengshui theory is applied in various ways in modern urban construction, such as new city development and real estate location development. The purpose of this study is to evaluate how long it is in terms of feng shui by introducing feng shui impact assessment into urban development, to provide residents with a healthier, pleasant and safe location by preliminarily evaluating feng shui damage and impact, and to propose environmental and ecological urban construction suitable for feng shui. To this end, the theory system of feng shui, Yong, blood, sand, number, incense, sad news, and so on, were used as evaluation items, and evaluation indicators based on feng shui theory were derived and quantified for each evaluation item, and applied to actual case papers. If these developed feng shui impact assessment indicators are additionally used when conducting environmental impact assessments in real estate development areas, such as urban development projects and industrial complex location development projects, it is expected that more effective and reliable environmental impact assessment and real estate development will be carried out, and it is expected to help implement the Korean-style environmental impact assessment system for feng shui impact assessment in this paper.
