민식이법 제정과정을 통해서 본 교통정책 흐름의 변화 분석
A Study on the Change in the Flow of Traffic Safety Policy through the Enactment Process of the Min-sik Act

본 연구는 어린이보호구역 강화 정책을 이끈 ‘민식이 사건’을 중심으로 어린이 교통안전정책의 제·개정 과정의 역동적 변화의 흐름을 파악하기 위하여 다중흐름모형(MSF)와 이슈관심주기모형(IAC)의 방법론을 통하여 살펴보고자 하였다. 질적 분석 방법인 다중흐름모형과 양적 분석 방법인 이슈관심주기 모형을 혼합하여 사용함으로써 보다 객관적이고 분석적인 정책변화의 흐름을 파악하고자 하였다. 분석결과 공식적, 비공식적 정책 행위자들의 다양한 활동을 통하여 법안개정이 이루어진 것을 확인하였으며, Downs의 5단계를 모두 통과하지는 못한 것을 확인하였다. 더불어, 본격적으로 이슈의 상승기에서 법안의 개정이 본격적으로 이루어졌음을 알 수 있었다. 비록 교통정책변동 과정의 인과기제의 확인에있어 단일사례연구라는 한계를 지니나, 온라인 플랫폼의 활용의 개방성, 국민들의 자발적인 정책 수용의 중요성, 정책형성 과정에 있어 숙의적 절차의 필요, 정책문제 해결에 있어 실질적이고 현실적 대안의 마련이 중요하다는 정책적 함의를 제시함으로써 의의를 갖고 있다.
Abstract
This study attempted to examine the flow of dynamic changes in the enactment and revision process of children’s traffic safety policies through the methodology of Multiple Streams Framework(MSF) and Issue Attention Cycle(IAC), focusing on the “Min-sik’s Incident” that led to the policy to strengthen children’s school zones. By using a mixture of the qualitative analysis method of the multiple streams model and the quantitative analysis method of the issue attention cycle, it was intended to grasp the flow of more objective and analytical policy changes. As a result of the analysis, it was confirmed that the bill was revised through various activities of official and informal policy actors, and it was confirmed that all five stages of Downs were not passed. In addition, it can be seen that the bill was revised in earnest during the period of rising issues. Although it has the limitation of a single case study in confirming the causal mechanism of the transportation policy change process, it is significant by presenting policy implications that the openness of online platform use, the importance of voluntary policy acceptance, deliberative procedures in the policy formation process, and preparation of practical and practical alternatives.
