특수형태노동자의 국민연금 가입상태 다양성: 노동경험, 정체성, 사회보험 책임의 불일치

This is a qualitative study to explore the issue of National Pension subscription of dependent self-employed workers. The objective is to clarify the fundamental reasons and mechanisms of their avoidance or contribution to the National Pension by analyzing interview records focused on the experiences and perception of the workers. The main finding is that Social responsibility on National Pension is not consistent with the dependent self-employee workers’ identity perception. Some Workers contribute to the National Pension voluntarily as only old age income security not from the social responsibility for social insurance. In most cases the responsibility of the Management institution, as it were the National Pension Service are lost too with a void of employers’ responsibility on National Pension. Participation in National Pension is considered as the matter of individual choice not as a responsibility. As a result, workers’ individual trust or doubt on the public pension and low willingness due to the instability of work and low income affect on signing up social insurance. This research suggests to reform National Pension to impose the fiscal responsibilities flexibly on various actual employers concluding platforms in consistent with complicated employment relations.
