중소기업 R&D 정책의 효과에 관한 연구

초록
본 연구는 우리나라 중소기업의 R&D 역량이 정부R&D 정책 활용도 및 경영성과 에 미치는 영향을 체계적으로 분석하였다. 2021년 10월 14일~31일까지 정부R&D 정책을 수행한 경험이 있는 전남지역의 중소기업 220개를 대상으로 조사한 196개 설문지를 활용하였다. 본 연구의 주요 결과를 요약하면 다음과 같다. 첫째, R&D 역량이 정부R&D 정책 활용도에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, R&D 역량은 경영성과에정(+)의 영향을 미치는 것으로 나타났다. 셋째, 정부R&D 정책 활용도는 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 따라서 정부R&D 정책에 참여 경험이많은 기업일수록 또한, 정부R&D 정책 만족도가 높은 기업일수록 경영성과에 더 긍정적인 효과가 미치고 있는 것으로 판단된다. 넷째, 매개효과를 분석한 결과 정부R&D 정책 활용도는 R&D 역량과 경영성과 간에서 부분 매개효과가 있는 것으로 나타났다. 이를 통해 중소기업의 R&D 역량은 CEO의 관심도가 높을수록 정부R&D를 적극 활용하고 있으며 이는 결국 기업 R&D 인프라구축을 통해 기술혁신과 경쟁우위확보에 기여함으로써 기업성장의 핵심역량으로 작용하게 된다는 사실을 확인하였다.
Abstract
This study analyzed the impact of Korean SMEs' R&D capabilities and utilization of government R&D policies on management performance in Jeonnam province. The main results of this study are summarized as follows. First, it was found that SMEs' R&D capabilities had a significant positive(+) effect on the utilization of government R&D policies. Second, SMEs' R&D capabilities had a significant positive(+) effect on management performance. Third, SMEs' utilization of government R&D policies had a significant positive(+) effect on the management performance of the company. Fourth, as a result of analyzing the mediating effect, it was confirmed that SMEs' utilization of government R&D policies has a partial mediating effect between R&D capabilities and management performance. Fifth, as a result of analyzing whether there are differences in R&D capabilities and government R&D utilization depending on the characteristics of SMEs, the average difference in R&D capabilities between the average annual sales group was not significant. On the other hand, the analysis of the average difference in CEO's R&D interest, R&D human/material infrastructure, and R&D task performance network composition, which are sub-factors of R&D capabilities, showed that there was no difference in the average between groups. Summarizing the results of this study, the higher the CEO's interest in R&D in R&D capabilities, the more actively the government R&D is used. It was confirmed that this eventually led to the establishment of R&D infrastructure and contributed to securing the competitive advantage of SMEs through technological innovation. It is also meaningful that it has revealed that it acts as an important core competency for corporate growth.
