우리나라의 자발적 탄소시장 도입현황과 구축전략에 관한 연구

As global warming intensifies, carbon pricing system is being introduced worldwide as an international response effort. The formation of the carbon market is based on the Kyoto Mechanism adopted in the Kyoto Protocol to implement a flexible market-based carbon reduction system. With the global spread of carbon pricing system, the formation of the carbon market is also gradually expanding. Carbon markets are divided into Compliance carbon market and Voluntary carbon market depending on the application of the Kyoto Protocol. Recently, the compliance carbon market subject to the Kyoto Protocol is spreading. In this situation, the importance of the voluntary carbon market is gradually expanding for the implementation of carbon neutrality policies being pursued by each country. This study analyzed the formation of the carbon market from a comprehensive perspective. And among these markets, we looked at the operating principles and construction effects, focusing on the voluntary carbon market. We also looked at the current status of the introduction of the voluntary carbon market in Korea. The voluntary carbon market continues to increase in terms of size and transaction volume, especially since 2020. And it can be seen that it is becoming more active mainly overseas than domestic. This study suggested that in order to establish voluntary carbon market in Korea, first, it is necessary to establish a Korean carbon credit certification and verification standard. Second, it was proposed to secure reliability and objectivity through the establishment and operation of the certification and verification center. Finally, this study suggested that the establishment and operation of a voluntary carbon market exchange is necessary to revitalize Korea's voluntary carbon market.
