자치경찰제도와 지역 치안상황과의 관계 검토

초록
본 연구는 자치경찰제도가 도입된 지 2년이라는 시간이 흐름 시점에 치안과의 상관관계를 검토하여 현행 자치경찰제도의 개선방안을 제시하는데 그 목적이 있다. 자치경찰제도의 도입과 시행에 따라 지역의 치안서비스에 직접적인 효과성을 측정할 수 있는 방법에 한계가 있어, 경찰청에서 발표한 범죄 추이 등을 통해 검토한 결과 자치경찰제도가 도입된 이후 생활안전과 관련된 폭력범죄는 매년 증가하고 있고 범죄의 전체적인 추이도 매년 증가하고 있음을 알 수 있었다. 자치경찰제도가 도입 된 후 치안서비스를 통한 범죄 발생률이 감소하여야 하나, 오히려 범죄 발생률은 지속적으로 증가하고 있다. 이처럼 범죄가 증가하고 있다는 것은 지역의 치안서비스가 원활히 이루어지지 않고 있다는 것을 반증한다고 볼 수 있다. 현행 자치경찰제도의 독립적 자치사무 기관의 부재, 자치경찰사무의 독립성 부재, 치안서비스를 대응하기 위한 조직체계의 구성 부재는 지역 현장 치안 수요 반영에 어려움이 있어 지역의 특성을 고려한 조직과 운영의 자율성이 보장되어야 할 필요성이 있다. 자치경찰제도 도입 취지는 지역의 치안수요에 효율적으로 대응하여 지역의 치안수요에 따른 치안서비스를 제공하는데 있다. 이를 보장하기 위해서 본 연구에서는 첫째, 자치경찰제도는 지역의 실정에 적합하고 부응하기 위한 지역특성을 반영한 경찰조직체계로 구성되어야 한다. 둘째, 기존의 국가경찰기관 내의 보조기관에서 벗어나 독립적인 경찰기관으로 조직이 구성되어 지역의 치안실정에 적합한 경찰관청으로 독립되어야 한다. 셋째, 자치경찰위원회 구성에 있어 전문적이고 실질적인 자치경찰업무에 대한 지휘‧감독기관으로 권한을 가져야 한다. 자치경찰위원회가 전문적인 자치경찰위원회가 되기 위해서는 조직 구성에 있어 전문가 중심으로 위원회 구성이 될 수 있게 입법의 개정이 필요하다. 넷째, 자치경찰제도가 효율적으로 운영되고 시행되기 위해서는 자치경찰기관에 독립적인 예산 수립권을 부여하여야 하는 것을 제안하였다.
Abstract
The purpose of this study is to suggest ways to improve the current autonomous police system by examining the correlation with local safety at the time of two years since the introduction of the autonomous police system. In accordance with the introduction and implementation of the autonomous police system, there is a limit to the way to measure the direct effectiveness of local safety services. According to a review of crime trends announced by the National Police Agency, violent crimes related to life safety have increased every year since the introduction of the autonomous police system, and the overall trend of crimes has also increased every year. After the introduction of the autonomous police system, the crime rate through public safety services should decrease, but rather, the crime rate continues to increase. This increase in crime can be seen as evidence that local safety services are not being implemented properly. Due to the absence of an independent autonomous affairs agency in the current autonomous police system, the absence of independence of autonomous police affairs, and the absence of an organizational system to respond to public safety services, it is difficult to reflect local on-site safety needs, so there is a need to ensure autonomy in organization and operation considering regional characteristics. The purpose of introducing the autonomous police system is to efficiently respond to local safety needs and provide safety services according to local safety needs. To ensure this, in this study, first, the autonomous police system must be composed of a police organization system that reflects regional characteristics to suit and respond to local circumstances. Second, it should be organized as an independent police agency, breaking away from the existing auxiliary agency within the national police agency, and become an independent police agency suitable for local safety conditions. Third, in the composition of the Autonomous Police Committee, it should have the authority as a command and supervision agency for professional and practical autonomous police affairs. In order for the Autonomous Police Committee to become a professional Autonomous Police Committee, legislation needs to be revised so that the committee can be organized around experts. Fourth, in order for the autonomous police system to be operated and implemented efficiently, it was proposed that autonomous police agencies should be granted the right to establish an independent budget.
