In addition, the government abolished the “Sustainable Development Act,” which was in effect in July 2022, and enacted the “Framework Act on Sustainable Development” in January 2022, taking effect from July 2022. The reason for enacting the law is that “sustainable development,” which encompasses the economy, society, and environment, is interpreted as a comprehensive higher concept than “green growth,” which only includes the economy and the environment, so the government has implemented policies for the purpose of expanding ESG, etc. It is believed that this was an attempt to change . Therefore, in a situation where the “Act on Social Values of Public Institutions” cannot be enacted, the role of public institutions that perform tasks to improve public services on behalf of the government has become more important, and social responsibility and Various standards for value must be established. In other words, it is necessary to apply the Framework Act on Sustainable Development to the evaluation criteria for social responsibility among the management performance evaluation indicators of public institutions conducted every year through the relevant law to enable autonomous selection taking into account equity according to the size of public institutions.
