In order to cope with the changing broadcasting environment, the Korea Communications Standards Commission (KCSC) was established as a private independent organization. However, the political bias of deliberation has been pointed out, such as the decision-making method and the bias of the results of the deliberation. Regulatory bodies constituted through political arrangements can not fully perform their functions unless the political culture of consensus is supported. The Korea Communications Standards Commission (KCSC) is not guaranteed political independence because of its political attributes, and there is a possibility that it will be abused as a political means inherently. In other words, strict deliberation and sanctions can be applied to broadcasts that are not friendly to the regime without deliberating sanctions on explicitly biased broadcasts. Of course, political independence is solved through political balance, but this can lead to further politicization of the Korea Communications Standards Commission.,Therefore, this paper analyzes the problems through actual cases related to the structural problems of the Korea Communications Standards Commission, which can be used as a means of political control over broadcasting, and seeks for future improvements.
