시민들의 관점에서 본 공직가치가 조직성과에 미치는 영향에 관한 탐색적 연구 - 행정서비스의 공정성과 투명성의 조절효과를 중심으로

This study is an exploratory study to analyze the effect of public office value on organizational performance and the moderating effect of fairness and transparency in public administrative services, which are the core of public administration. As a result of the analysis, professionalism (work ability), kindness, sincerity, the fairness of public administrative services, and the transparency of public administrative services had positive effects on public organizational performance. And communication & bargaining power and political neutrality had positive effects on the quality of public administrative services. Third, Creativity and self-development efforts had negative effects on public administrative service satisfaction. Fourth, when the fairness of public administrative services increased, the willingness to work (job immersion) had a positive effect on public administrative service performance. Fifth, responsibility and the response to changes in the environment had positive effects on public administrative service satisfaction when the fairness of public administrative services increased. Sixth, when the transparency of public administrative services increased, sincerity had a positive effect on the quality of public administrative services. Based on these, policy implicatios are as follows. The professional education programs, the programs to strengthen service minds of public officials, the support for improving creativity, the introduction of user-centered programs, and the programs to strengthen political neutrality of public officials are necessary to improve public organizational performance.
