두바이 국제금융센터의 핀테크 산업 집적화 전략

초록
본 논문은 두바이 국제금융센터(DIFC)를 분석하여 글로벌 금융중심지 및 중동ㆍ아프리카ㆍ남아시아(MEASA) 지역의 주요 핀테크와 가상자산 산업의 허브로 발전시키는 과정을 연구하여, 한국의 금융중심지정책을 수립하는 데 적용 가능한 시사점을 도출한다. 이를 위해 기존 문헌을 검토하고, DIFC의 현재 상황을운영, 핀테크 및 관련 기관의 전략 측면에서 조사한다. 또한, UAE의 최근 금융 규제, 특히 연방 법인세 도입문제 및 두바이의 가상자산법과 같은 법적 인프라를 검토탐구한다. DIFC는 글로벌 금융중심지 상위 10위를 목표로 정부 리더십과 글로벌 시장수요와의 조화를 강조하며, 핀테크 분야의 선도주자로서 DIFC는 두바이 가상자산법을 비롯한 지원적 규제 프레임워크를 통해 혁신을지원하여 금융, 무역 및 투자의 집적효과를 극대화하는 전략을 수립하고, 특별경제구역(SEZ) 지정, 전략적계획, 지원적 인프라 및 규제를 활용하여 글로벌 금융과 MEASA의 핀테크 허브가 되었다. 50년간의 법인세면제로 다양한 기업들을 유인하여 글로벌 금융중심지 상위 10위 안에 자리잡고, 핀테크 분야에서의 리더십과가상자산에 대한 법제 등 인프라의 확립은 금융 혁신에서 선두적인 위치를 확보할 수 있도록 한다.
Abstract
Research Purpose: This paper analyzes the Dubai International Financial Centre (DIFC), examining its transformation into a global financial hub and the primary virtual asset hub in the Middle EastㆍAfrica ㆍSouth Asia (MEASA) region. The aim is to derive insights applicable to financial center policies in Korea. Research Methods: The study involves a review of previous literature on financial centers. It explores the current operational status of DIFC, focusing on fintech and relevant institutional arrangement. It also delves into recent financial regulations in the UAE, regarding federal corporate tax and Dubai's virtual asset law. Results in Research: DIFC maximizes agglomeration effects by facilitating finance, trade, and investment. Aiming for a top 10 global financial center, its strategies emphasize government leadership and alignment with global market demands. As a fintech leader, DIFC serves as a global hub for virtual assets, fostering innovation through its supportive regulatory frameworks, notably the Dubai Virtual Asset Law (DVAL). Research Conclusion: DIFC has become a global financial hub, leveraging its SEZ structure, strategic initiatives, robust infrastructure, and favorable regulations. With a 50-year corporate tax exemption, it has secured a spot among the top 10 global financial centers, drawing in a diverse array of companies. DIFC's leadership in FinTech and commitment to virtual assets underscore its forefront position in financial innovation.
