The Urban Regeneration New Deal project supports to build residential facilities and improve residential environments in old and declining areas by investing public funds created by the national and local governments. Although there are differences in the speed of the project and the degree of resident participation, the Urban Regeneration New Deal is nearing completion, and the regeneration of the physical environment is becoming visible. However, other than projects carried out as priming, regeneration carried out by the private sector is low. The Urban Regeneration Seed Loan is in operation to encourage private participation in urban regeneration, but it is not yet active in regions other than the metropolitan areas. Therefore, this study reviewed the status of utilization of Urban Regeneration Seed Loan and proposed the ways to revitalize small-scale private investment. For the study, the FGI (focus group interview) was conducted targeting experts, and the priorities of problems and activation measures were identified through AHP (analytic hierarchy process) analysis. As a result of the analysis, the reasons for the sluggish use of Urban Regeneration Seed Loan were found in the following order : lack of publicity, insufficient linkage with commercialization, and dissatisfaction with loan conditions. In order to promote the use of urban regeneration seed loans, expansion of publicity was most important, followed by strengthening management and strengthening business support. Based on the findings, we hope that the problems of Urban Regeneration Seed Loan created to induce private investment will be improved and that it will be actively operated in the future.
