경제부처 간 관계와 재규제의 금융 자유화: 금융기관의 해외 진출과 파생상품 양도소득세 도입 과정을 중심으로

This thesis aims to answer the question, “Why does the reform have the patterns of two opposed features: convergence into the Anglo-American model and continuity of State-led industrial policies?” Existing studies focus on the results of financial reforms and examine changes in economic models through macroscopic analysis. These researches, however, fall short of capturing specific changes occurring in the policy process. This research investigates the regulatory reform process and seeks to conduct the research from a microscopic perspective based on the theory of change. The regulatory reform in finance begins with the recognition that these reforms represent not deregulation but a combination of liberalization and reregulation. My understanding of regulatory reform entails a focus on the bureaucratic organizations to account for distinctive policy patterns of reregulation. This article demonstrates the results of financial reforms varied across policy issues by examining the relations of the Korean economic bureaucratic organizations.
