프랑스 원자력 가속화에 관한 법률의 시사점

The IPCC's assessment reports serve as a reminder of the urgency with which we must take swift, comprehensive, long-term, and massive action to keep global warming to 2°C. In order to leave future generations with a habitable Earth, we must make this climate endeavor. It necessitates actions tailored to the problem. The necessity of drastically cutting our greenhouse gas emissions reinforces one another and serves as a timely reminder that action must be taken to begin the process of decarbonization. Thanks to historic energy policy decisions, France will be well ahead of its European neighbors in 2022 when it comes to the decarbonization of its economy. It also has to do with bringing nuclear energy back to life. In this regard, France established the "Act relating to the acceleration of procedures linked to the construction of new nuclear installations near existing nuclear sites and the operation of existing installations(n° 2023-491, 22 June 2023)". Energy planning is updated by the Act. It streamlines the administrative processes involved in building new nuclear reactors. It also covers nuclear security and safety as well as the expansion of outdated power facilities. It is challenging to continue with a nuclear phase-out approach while dealing with the climate catastrophe. Then, as France's legislative example suggests, it need to legislatively review measures to simplify procedures to facilitate the construction of new nuclear power plants on the one hand, and extend the lifespan of existing nuclear reactors while controlling nuclear safety on the other.
