This study deals with the accountability of the Korean bureaucracy to investigate administrative activities regarding the influence of political circles in the process of policy decision on ‘complete suspension of the Kaesong Industrial Complex Project.’ The analytical framework of Romzek & Dubnick(1987) is used for the criteria of judging administrative responsibility to explain the responsibility types and Friedrich-Finer's control method as a means of controlling bureaucracy is presented. Carl J. Friedrich’s ‘accountability as managing expectations(AME)’, which proposes an entrepreneurial and flexible theory of responsibility, refers to the autonomous responsibility of political and democratic officials in line with national sentiment. Support measures for entrepreneurs who participated in inter-Korean economic cooperation and whose property rights were violated through highly political actions could be resolved through political responsibility. Korean citizens perceive the nature of their government administration as a power phenomenon rather than a management function. ​The greater the weight of the power aspect than that of the management aspect is, the more administrative responsibility is required. In the climate of Korean bureaucratic society that emphasizes legal and bureaucratic accountability, which is passive accountability, this research emphasizes that going beyond 'accountability as answerability', the object of public officials' ultimate responsibility, ‘AME’ is required in terms of government credibility.
