ISP가 OTT 이용자에게 제공하는 편익에 대한 실증연구 : 넷플릭스 사례를 중심으로

콘텐츠나 트래픽을 차별하지 않는 망 중립성은 인터넷의 개방성과 혁신성을 유지해 온 중요한 동력이었으나, OTT 등 대형 CP들로 인해 트래픽이 급증하자 ISP가 이들에게 망 이용료를 요구하면서 큰 변화를 맞고 있다. 국내에서는 대부분의 CP가 망 이용료를 지불하고 있으나, 일부는 법정 분쟁으로 비화되기도 했다. 그러나 지불대가의 타당성과 형평성에 대한 의문이 제기되기도 한다. 망 이용료가 CP의 경쟁력에 큰 영향을 미칠 것이므로, 공정한 경쟁환경 조성을 위해 합당한 금액과 산정 기준이 필요한 상황이다. 본 연구에서는 망 이용료를 지불하지 않는 유료 OTT인 넷플릭스를 대상으로 국내의 ISP가 제공하는 편익을 추정하였다. 이를 위하여 진술선호자료를 수집한 후 CVM 스파이크 모형으로 지불의사액을 추정하여, 1인당 월 3,667원의 지불의사와 연간 5,060억 원의 국민경제적 편익을 확인하였다. 이 결과는 사업자간 망 이용대가 논의의 기준을 제시함으로써, 사업자들 사이에 존재하는 협상력의 차이를 극복하고 합리적인 협상으로 이끄는데 필요한 기초자료를 제공할 것으로 기대된다.
Abstract
Network neutrality, which does not discriminate against content or traffic, has been an important principle that has maintained the openness and innovation of the Internet. Although legal disputes are ongoing in Korea, most CPs are paying for network use. However, questions have been raised about the fairness of the amount, and some CPs are not even paying. As the network usage fee is expected to affect the competitiveness of CPs, it is necessary to prepare a reasonable amount and standard beyond its payment to create a fair competitive environment. In the study, the benefits provided by domestic ISPs to OTT subscribers were estimated for Netflix, a paid OTT service provider that does not yet pay network usage fees. Thus, by estimating the willingness to pay using the CVM after collecting the stated preference data, it was confirmed that the willingness to pay per person per month was 3,667 won and the annual benefit of 506 billion won was provided to the national economy. This result is expected to support reasonable negotiations that exclude negotiating power by presenting the criteria for network usage fees.
