선박 음주운항 처벌 법제에 관한 제언

As the severity of damage caused by drunk driving in road traffic has emerged as a social issue, there has been a change in the overall perception of driving transportation based on drinking. Accordingly, there has been a change in attempts to prevent drunken driving on airplanes and railways by clearly establishing guidelines, and in road traffic, the effect of prevention has been achieved through strong punishment. As for ships, changes in regulations have been made as marine pollution, which directly affects the lives and bodies of crew members and property losses of ship owners and shippers, and indirectly affects an unspecified number of members, is not a problem that should be overlooked. To this end, issues regarding the adequacy and punishment standards of the punishment regulations and improvements to overcome the realistic limitations of crackdowns for the application of the punishment regulations were discussed. The main contents of necessary changes include attempting similar changes based on a review of the appropriateness of legal regulations for similar means of transportation and clarifying post-processing regulations for the efficient continuation of the relevant punishment regulations. Likewise, when all members sympathize and recognize awareness of drunk driving, we will be able to eliminate the damage caused to unspecified people in our society by drunk driving.
