한국비교공법학회 40년 학술성과의 회고와 전망

The Korean Comparative Public Law Association celebrated its 40th anniversary since 1984. So far, we have made 521 topic presentations through 113 regular academic conferences and have accumulated academic achievements, including publishing 84 volumes of Public Law Journal containing 1,207 research papers. In commemoration of the 40th anniversary of the founding of the Korean Comparative Public Law Association, this article examines the academic achievements to date through the ‘Conference Topics’ and ‘Public Law Journal’ to confirm the current coordinates and also refer to it as a milestone toward the future. It was written with that in mind. First, from the perspective of law as a study that ultimately seeks a harmonious interpretation between reality and norms, legal review of social problems or current issues can be said to be a general aspect. The major themes of the academic conferences held by the Korean Comparative Public Law Association for 40 years generally examine issues that emerged at that time, while setting agendas that the society is particularly interested in, such as local autonomy, or furthermore, with a more macroscopic awareness of issues, the overall theme of the year is reviewed. It also shows that the topic is set to ‘environment, safety, governance’, etc. Conversely, issues at the purely theoretical level of the norms themselves tended to be relatively lacking. Next, when looking at the academic achievements of Public Law Journal, meaningful legal reviews of current issues have been published through extensive papers and various topics. However, we are also interested in supporting and guiding topics such as research on essential research on democracy. And it also necessary to pay attention to the COVID-19 situation, which was a social issue, and to support and guide topics such as the 4th industrial revolution centered on artificial intelligence and self-regulation that have been renewed in relation to this. It will be possible to support discussions on these issues and encourage their publication in academic journals. Lastly, this article confirms the current development of the Korean Comparative Public Law Association and raises the need to respond under a different legal education system and changed environment from the past. In other words, the academic society must maintain its unique identity and autonomy and, based on this, make efforts to support higher quality academic results.
