대여 차량의 미납통행료 징수 개선을 위한 법적 소고(小考)

Any vehicle that is rented or leased is different between the vehicle owner and the actual driver. In order to collect unpaid tolls from lessees for rental or lease vehicles that have passed through private highways without paying tolls, car rental or lease business operators must provide information on the lessee, but it is passive because there is no legal basis to provide it. If the information is inconsistent with the actual or is not provided, it will remain a blind spot for collecting unpaid tolls. Therefore, effective improvement measures shall be prepared to smoothly acquire information on persons subject to payment necessary for the imposition, collection, and compulsory collection of unpaid tolls in order to efficiently perform the collection of unpaid tolls without gaps. In this paper, the revision of the Toll Road Act is mainly presented that the subject of requesting information provision and the scope of information provision is expanded, the vehicle owner is responsible for paying tolls. It is hoped that the fairness of toll collection will be secured, the awareness of toll payment by road users will be raised, and the toll income will be actively used to improve the quality of road services.
