생태적 전환 과정에서 공공계약의 역할 -사회적 대화 촉진 방안을 중심으로-

In Korea, government-level discussions on the climate crisis and labor have focused on a just transition based on green growth. Existing policies need to consider a paradigm shift in two ways. First, policies that shift benefits from green to green growth fail to address power imbalances in the workplace. Second, they focus on how the climate crisis will affect work and do not take into account the impact of workers' work on society and the ecosystem. For sustainable work to be based on ecological values, ecological and inclusive markets must first be created. In addition, people working at the national, regional, sectoral and workplace levels must be able to participate in the decisions that affect their work and their lives. Public contract has a role to play in the transition to a green and inclusive economy by shaping green and inclusive markets and providing the framework that drives the transition to a green and inclusive economy. To strengthen their role, they need to build sustainability into the framework. This can be achieved by promoting the participation of workers in changing the way they work. This article explored the use of public contracts as a means of facilitating conversations about changing the way we work in the transition to an ecological and inclusive economy. In the context of the transition to an ecological and inclusive economy, we have proposed the use of public contracts as a means of shaping ecological and inclusive markets and, in turn, facilitating conversations about changing the way we work. Given the role of public contracts in driving the transition to an ecological and inclusive economy, it was emphasized that there is a need to further develop the framework for fostering dialogue on changing ways of working in the ecological transition.
