중국 전기차에 대한 미국과 EU의 통상조치 연구
US and EU trade instruments on China’s electric vehicles

기후변화 대응의 중요성이 커지면서 전기차 시장이 2022년 1,000만대를 넘어서는 등 급성장하는 가운데, 각국은 전기차 산업의 육성을 위해 총력을 다하고 있다. 특히 중국 전기차 산업이 약진하면서 수출량이 급격하게 늘어나고 있다. 이에 따라 EU와 미국은 중국을 견제하기 위해 관세와 보조금 정책을 중심으로 하는 통상 조치를 취하고 있다. EU는 2023년 10월 중국 전기차에 대한 상계관세 부과를 위한 반보조금 조사를 개시하였고, 프랑스는 전기차 생산 및 운송과정상의 탄소배출량에 따라 보조금 자격을 심사하는 새로운 보조금 제도를 도입하고 2024년 1월 시행하고 있다. 미국은 2018년부터 통상법 301조를 통해 중국 자동차에 대해서는 25%의 관세를 추가 부과하고 있다. 보조금 관련해서도 인플레이션 감축법(IRA)을 통해 중국산 광물이나 부품이 조금이라도 포함된 배터리가 장착된 전기차는 구매자 세액공제 대상에서 배제하는 해외우려기관 요건 등을 부과하고 있다. 본 논문은 이러한 EU와 미국의 통상조치의 효과성, 영향 등 시사점을 살펴본 후 한국 관련 영향 및 대응 방안에 대해 서술하였다.
Abstract
With the growing recognition of the need to address climate change, electric car markets are seeing exponential growth as sales exceeded 10 million in 2022. Each country is making its utmost effort to ramp up its electric car industry. China, in particular, is the largest producer and a leading exporter of EVs. The European Union and the United States are using their trade legal instruments including tariffs and subsidy policies to curb China’s EV growth. The European Union has initiated investigations to impose countervailing duties on Chinese EVs. France introduced a subsidy scheme that limits its eligibility according to carbon emission produced in the manufacturing and transport process. The United States imposed 25 percent duties on automobiles from China through Section 301 of the 1974 Trade Act starting 2018. It also passed the Inflation Reduction Act, which stipulates that EVs with batteries made by Chinese companies cannot be eligible for the consumer tax credit. This article examines the impact and interaction of these polices, analyses their impact on Korea’s EV industry and makes some recommendations to address this situation.
