고령자 법교육 관련 법제 개선 방안: 해외 주요국 사례 분석과 전문가 의견 조사

The purpose of this study is to derive measures to improve legislation for the implementation and spread of Law-related Education(LRE) for the elderly. In order to solve the research problem, the study was conducted in two main steps. First, the cases of education for the elderly in major overseas countries were analyzed. The subjects of the analysis were a total of four countries: Germany, France, the United States, and Japan. As a result of the analysis, it was found that education for the elderly is generally being implemented in the context of lifelong education. In particular, in the case of Germany and France, education for the elderly was being provided for public education and public welfare. In the case of the United States, education support programs at the state level were being implemented. In Japan, education for the elderly was active through systematic legislation. Second, an in-depth expert interview was conducted to derive measures to improve the legal system in Korea. The results are as follows. Experts saw that improvements should be made mainly focusing on the Lifelong Education Act and the Legal Education Support Act. In addition, improvement measures for the Welfare Of Senior Citizens Act and the Framework Act On Low Birth Rate In An Aging Society were also presented. Based on the above, it was discussed that systematic and specific legislation is necessary for LRE for the elderly.
