북한 재생에너지 법제와 국제 탄소 시장을 활용한 남북한 협력방안

North Korea is currently facing a serious energy shortage and is highly vulnerable to climate change. According to climate change modeling predictions, the temperature rise in North Korea is expected to be greater than that in South Korea. In order to respond to climate change and overcome energy shortages, North Korea has focused on renewable energy such as solar and wind power and established related laws and policies. Nevertheless, due to North Korea’s closedness, lack of information, limitations in technology and capital, and political volatility, discussions on North Korea’s energy supply and demand status and prospects have not progressed. This paper addresses the current status of renewable energy in North Korea and related legislation, including the Renewable Energy Act. In addition, this paper covers South-North Korea cooperation and international response measures to expand renewable energy in North Korea. Although North Korea has participated in Clean Development Mechanism (CDM) projects under the Kyoto Protocol, it has also revealed limitations in utilizing CDM. The international carbon market mechanism stipulated in Article 6 of the Paris Agreement is a system that provides economic and environmental benefits to both Sorth and North Korea, and needs to be actively utilized in future environmental cooperation between the two Koreas.
