파산에 직면한 ‘대종상국제영화제’의 혁신과 재건을 위한 시나리오 분석

In order to innovate the Daejong International Film Awards facing a trust and financial crisis this study derived the optimal innovation plan as a scenario analysis (SA) based on in-depth interviews with 20 film experts. As a result the most desirable alternative, “Scenario A” was to maintain the awards-type domestic event, implement high-intensity governance innovations such as full replacement of the board of directors, and apply a method that combines filmmaker membership fees, fan fundraising, and corporate sponsorship to secure financial resources. “Scenario B”, the next best option, has the same format and governance innovation as Scenario A, but only the way of raising funds depends on film membership fees and fan fundraising, but it was inappropriate for implementation due to the low proportion of responses. The directorate, the host of the awards, should select and reconstruct people recommended by each existing organization, and the judging committee should exclude all four chairperson of the association affiliated with the Federation of Korean Filmmakers and other stakeholders, and make sure that they participate evenly in various expert groups in the film industry. The consensus was that a blind review should be conducted after doing so. It was also suggested that when receiving support from outside such as companies, it should precede a “purpose notarization” of pure support to prevent intervention and realization of private interests. The government's intervention in the innovation of the awards was opposed by the majority of respondents, but some approved the government's supervision on operational insolvency and corruption.
