정치적 중립성 의무와 사회과 교사의 수업

사회과는 시의성 있는 사회현상을 학습 내용으로 포함하는 과목의 특성상 논쟁적인 문제를 다루며, 자연히 사회과 교사는 수업 실행에 있어서 정치적 중립성을 고민하게 된다. 교사가 쟁점이 되는 문제를 다룬다는 사실만으로도정치적 중립성 의무를 어긴 것을 의심받기도 하며, 어디까지가 이를 지키는 것인지에 대한 기준은 명확하지 않다. 이 같은 상황에서 정치적 중립성 의무는 사회과 교사를 정치적 중립성을 지키는 것이 무엇인지 그리고 사회에서 쟁점이 되는 부분을 피하는 것이 더 나을지 고민하게 한다. 즉, 정치적 중립성 의무는 편파적이지 않은 방식으로 수업하기 위한 고민과 맞닿은 것인 동시에, 정치적인 요소를 회피하는 교육을 하게 하는 제약으로 다가오기도 한다. 본 연구는 이 같은 상황에서 사회과 교사가 정치적 중립성 의무를 어떻게 인식하고 있는지, 그리고 이러한 인식을 바탕으로 어떻게 수업하고 있는지를 살피고자 했다. 본 연구의 분석 결과는 다음과 같다. 첫째, 사회과 교사들은 민원과 사회과 교육과정의 내용이 정치적 중립성에 대해 고민하도록 하는 것으로 인식하고 있었다. 둘째, 사회과 교사들은 정치적 중립성을 지키는 것이 무엇인지에 대해서 서로 다른 인식을 지니고 있었으며, 이는 교사의 역할과 영향력에 대한 인식의 차이에서 비롯됐다. 셋째, 사회과 교사들은 현재의 정치적 중립성 의무에 따라 방어적인 방식으로 수업을 진행하고 있었다. 이러한 상황은 정치적 중립성의 의미와 적용에 대한 모호성에서 기인한 것으로 해석될 수 있으며, 이러한 해석을 바탕으로 정치적 중립성 의무에 대한 논의의 필요성과 방향을 제시했다.
Abstract
Social studies teachers are often faced with questions of political neutrality when dealing with controversial issues in a subject that deals with timely social phenomena. The mere fact that they address controversial issues may call their political neutrality into question, and it is unclear where the line is drawn. In this situation, political neutrality duty forces social studies teachers to consider what it means to be politically neutral and whether it is better to avoid controversial issues in society. In other words, political neutrality duty is a device to teach in a non-partisan way, but it is also a constraint to teach without politics. This study aims to examine how social studies teachers perceive their political neutrality duty in this context and how they teach based on perceptions about duty. The findings of this study are as follows. First, social studies teachers perceive the complaint and the social studies curriculum as challenging them to think about political neutrality. Second, social studies teachers have different perceptions of what it means to be politically neutral, which stemmed from differences in perceptions of teacher role and influence. Third, social studies teachers social studies teachers teach in a defensive manner in response to current political neutrality duty. This situation can be interpreted as stemming from ambiguity about the meaning and application of political neutrality, and interpretation of this situation suggests the need for and direction of a discussion on political neutrality duty.
