세계화의 진전으로 국가 간 경제가 통합되면서, 외국인직접투자의 유치를 위한 정부 간 경쟁이 심화하고 있다. 이에 대해서 전 세계적인 규제 완화 현상이 지속하고 있다. 규제완화를 통한 국가 간 경쟁은 바닥으로의 경주와 같이 투자유치를 위한 저마다의 노력으로 이해된다. 본 연구는 이러한 현상에 대해서 개별 정부의 규제완화가 실제로 투자 유치에 미치는 영향을 검토하였다. 이를 위해서 OECD회원국과 비회원국을 대상으로 2010년부터 2020년까지 FDI 규제지수를 활용해 분석하였다. 분석결과는 모든 국가를 대상으로 했을 때, 규제완화는 투자유치에 유의미하였다. 구체적으로, 비OECD 국가를 중심으로 통계적으로 유의미했지만, OECD 그룹에서는 이러한 효과가 나타나지 않았다. 따라서 규제완화의 효과는 개도국 그룹에 주요하게 영향을 미치므로, 이들에 한정하여 규제완화 정책이 중요한 것으로 인식된다. 이러한 결과는 규제완화의 경제적 효과를 논의하긴 위한 일련의 증거이자 정책수단으로 중요한 기능을 수행한다는 것으로 이해된다. 또한, 모든 국가에 규제완화가 무조건 영향을 미치지는 않지만, 투자유치를 통한 성장이 더욱 필수적인 개도국과 같은 사례에서는 규제완화 경쟁이 발생할 가능성이 있다는 것을 알 수 있었다. 결론적으로 규제완화는 특정 그룹에 따라서 차이가 존재하며, 이러한 정책 기조가 지속되었다는 것을 볼 때, 추후 규제정책의 방향성은 폐쇄보다 개방의 형태로 진행될 것으로 예상할 수 있다. 마지막으로, 본 연구는 규제완화의 효과성을 실증적으로 밝힘으로써 규제 정책에 대한 시사점을 제공했다는 점에서 의미가 있을 것이다.
Abstract
As globalization has led to economic integration among countries, competition between governments to attract foreign direct investment (FDI) has increased. In response to this global phenomenon, government’s deregulation continues together. Competition among countries through deregulation is like a race to the bottom, with each country making its own efforts to attract investment. In this regard, this study empirically examines the impact of deregulation on the actual investment. I analyze OECD member and non-member countries using the FDI Regulation Index from 2010 to 2020. The results show that deregulation is significant when all samples are included. However, in particular, the effect is only statistically significant in non-OECD countries, but not in the OECD cases. Therefore, the effect of deregulation is mainly valid in the developing countries, and deregulatory policies are perceived as more important in this group. These results can be understood as a set of evidence to discuss the economic effects of deregulation and its important function as a policy instrument. In addition, I found that deregulation does not necessarily affect all countries, but there is a possibility of competition for deregulation especaily in developing countries. In conclusion, the effects of deregulation differ for certain groups (OECD vs non-OECD). Furthermore, given the persistence of this policy trend, it can expect the future direction of regulatory policy to be more open than closed. This study would be significant in that it empirically demonstrates the effectiveness of deregulation and provides implications for regulatory policy direction.
