음주운전 예방정책의 효율화 방안에 관한 연구 -외국사례와 유발요인분석을 중심으로-

Despite the continued crackdowns on and guidance about drunken driving by law enforcement, drunken driving by the general people continues to increase. The policy countermeasures to address the increase in drunken driving should be approached in the proportions to the perspectives of legal regulations, education and publicity, and drinking culture. However, in the case of Korea, legal regulations have been partially employed to deal with the problems of drunken driving, which accounts for the poor improvement of drinking culture and lack of strategies to enhance people's awareness about drunken driving through publicity. While every country in the world implements various measures to address the problems of drunken driving according to its national and local characteristics, little is the preceding researches, which tried to find the implications of drunken driving by embracing the preventive policy of foreign drunken driving in general. In addition, the preceding researches related to drinking culture mostly focused on a single dimension of approaches, namely, the legal punishment, while differential and comprehensive researches which attempted to approach the preventive policy of drunken driving, taking into account the drivers' characteristics and drinking culture in particular, is limited. In this context, this study, breaking away from the control policies of strengthening the legal punishment and, to approach the issues in a preventive way, tried to identify the comprehensive factors which trigger drunken driving and to find the effective policies from foreign cases, thus offering the revitalizing measures to improve the preventive policy for drunken driving in Korea.
