The advancement of digitization and information communication technology has heightened international interest in issues regarding personal data protection. Various international organizations such as APEC and OECD are enacting policies and laws for personal data protection through international cooperation. Meanwhile, in South Korea, the issues of personal information bleach and privacy violations have emerged as major social issues, leading the government to prepare measures such as amending the Data Protection Act. However, the issues of personal information protection has become a significant topic not only in the private sector but also in the public sector. In particular, there are calls for regulation and protection measures regarding access and use of various data, including personal information, by state institutions. The OECD announced a declaration in 2022 providing principles and standards for access to personal information by government authorities. This paper analyzes the main keywords in domestic public opinion related to personal information protection and explores major issues before and after the amendment of the Personal Information Protection Act. As a result of the study, cases of personal information bleach in the public sector have been confirmed as major issues. Based on this, this paper suggests that the Personal Information Protection Act should evolve in a direction to strengthen regulations on the collection, access, and use of personal information by public authority, especially in the public sector.
