바닷가의 지속가능한 이용을 위한 야영 관리 방안

This study aims to analyze the current status and management practices of beach camping in South Korea, identifying problems and conflicts, while proposing a number of institutional improvements for development of a rational management system. The research employs literature review, statistical analysis, field surveys, and in-depth interviews. The findings indicate that beach camping and cooking activities cause environmental and social issues such as littering and noise pollution but lack a legal basis for regulation. The study proposes prohibiting these activities on public beaches while permitting them in limited designated areas. To address increasing demand and promote healthy use, institutional improvements are suggested, including establishing legal grounds for permitting campsites and infrastructure, granting installation permission in specific zones, providing guidelines, and incorporating camping businesses under the Tourism Promotion Act. To ensure efficient operation and revitalize the local economy, this study recommends amending the Public Waters Management and Reclamation Act to allow private sector operation of government-installed campsites through consignment. This approach would guarantee operator autonomy, establish a fair consignment selection process, secure community acceptance, and enhance consumer connections with the local area. This study presents comprehensive management measure for public beach camping, encompassing various aspects such as environmental protection, visitor safety, and sustainable tourism practices. By addressing the challenges and opportunities associated with beach camping, this research lays the groundwork for future policy development and refinements, ultimately promoting responsible and sustainable management of public beach camping activities.
