디자인 액티비즘 특성에 준거한 시민 참여형 정책디자인 현황 및 발전 방향 제언 - 국민정책디자인단 사례를 중심으로

본 연구는 수요자 중심 모델과 국민정책디자인단의 시민 참여형 정책디자 인 활성화를 배경으로, 시민 참여형 정책디자인 사례를 디자인 액티비즘의 세부적 특성으로 분석하여 향후 시민 참여형 정책디자인과 디자인 액티비 즘의 방향성을 제시하는 데 그 목적이 있다. 이를 위해 선행연구 검토 및 사례 조사를 통해 디자인 액티비즘과 시민 참여형 정책디자인 사례를 조사 하고 각 개념을 특징지었으며, 국민정책디자인단 사례를 연구자가 제안한 디자인 액티비즘의 5가지 특성으로 비교하고 분석하였다. 분석 결과, 국민 정책디자인단의 사례는 디자인 액티비즘의 5가지 특성을 최소한 각각 하나 씩 포함하고 있었다. 따라서 두 가지는 지향점이 매우 비슷하다는 점이 도 출되었으며 사례들을 통해 시민들이 정부와의 상호작용으로 공공서비스디자 인 문제를 해결하는 과정을 확인하였다. 아쉬운 점은 생태환경을 변화시키 는 과제들은 빈도가 낮았다. 청계천 복원과 같이 생태환경을 변화시키는 정 책및과제들은오랜시간과노력이필요하며그환경을살아가는시민들 의 의견이 절대적으로 필요하다. 따라서 정부 차원에서 생태 관련 정책에 대해 시민 참여형 정책으로의 전환이 필요하며 국민정책디자인단과 같은 유형의 디자인 액티비즘을 통해 그 해결 고리를 찾을 수 있을 것이다.
Abstract
This study aims to present the future direction of citizen-participatory policy design and design activism by analyzing cases of the 'Civilian Design Group' through the detailed characteristics of design activism, based on the user-centered model and the activation of citizen-participatory policy design by the 'Civilian Design Group'. The researcher then compared and analyzed the cases against the five characteristics of design activism proposed by the researcher. The analysis revealed that each 'Civilian Design Group' case included at least one design activism characteristic, showing a similar orientation towards solving public service design problems through citizen-government interaction. However, a limitation identified was the scarcity of projects targeting ecological and environmental change. Projects like the Cheonggyecheon Restoration show that such efforts require significant time, effort, and crucially, citizen input. Therefore, the government must transition ecological policies to a citizen participatory approach. Leveraging design activism, such as the 'Civilian Design Group', can provide an effective framework to address these challenges.
