행정조사기관 사칭 보이스피싱 실태분석 및 대응방안: 보이스피싱 조직과 개인 관계에서의 정보비대칭을 중심으로

초록
보이스피싱 범죄는 지난 2006년 최초 발생한 이후 기하급수적인 증가추세를 보이며 2023년 기준으로 한 해 피해액이 1,965억 원에 이르는 등 국민경제에 상당한 부담으로 작용하고 있다. 이렇듯 보이스피싱 범죄는 우리 사회가 반드시 척결해야 할 중대범죄에 이르렀으나, 수법별로 세분화하고 하나의 수법에 집중하여 대응 정책을 개발한 연구는 상대적으로 미흡하다. 아울러, 보이스피싱 피해과정에 대한 이론적 해석을 통해 원인을 분석한 연구도 부족하다. 이에 본 연구는 첫째, 보이스피싱 중에서도 큰 피해 금액과 비율을 차지하는 행정조사기관 사칭 보이스피싱에 집중하여 범죄피해 현황과 대응 시스템의 한계점을 파악한다. 둘째, 보이스피싱 조직과 개인 관계에서의 정보비대칭이 행정조사기관 사칭 보이스피싱 피해의 주요 원인이라고 판단하고, 이론에 근거하여 범죄대응 방법을 논의한다. 마지막으로 행정조사기관 사칭 보이스피싱 피해를 원천적으로 차단할 수 있는 기술과 효과적인 치안정책 방향을 제시한다. 본 연구의 결과를 통해 행정조사기관 사칭 보이스피싱에 대한 이해를 높이는 동시에 우리 국민의 피해를 원천적으로 차단할 수 있는 효과를 기대한다.
Abstract
Phishing crimes are still serious in our society, but not much research has been studied to classify them by crime method and respond to them. In addition, there was a lack of procedures to analyze the cause of the damage process through theoretical interpretation. Therefore, this study focuses on phishing impersonating an administrative investigation agency, which accounts for the largest amount of damage among phishing, and investigates the current status of crime damage and the limitations of the response system. In addition, this study considers information asymmetry between phishing organizations and individuals to be the main cause of damage caused by phishing impersonating an administrative investigation agency, and suggests crime response methods based on theoretical framework. Lastly, we present technology and effective security policies that can prevent damage from phishing impersonating an administrative investigation agency.
