규제법률안의 입법 네트워크와 가결 영향요인 분석

In regulatory studies, there has been consistent discussion and research regarding the “overproduction” phenomenon of regulations resulting from legislative bills proposed by members of the National Assembly. However, systematic research on the factors influencing the approval of regulatory bills has been relatively scarce. This study employs network analysis to examine the entire set of regulatory bills (3,923 bills) proposed by members of the 20th National Assembly (from May 30, 2016, to May 29, 2020). Network analysis quantifies the degree of cooperation among legislators, considering their “central roles” within the legislative network. Empirically, this study investigates how these centrality measures impact the approval of regulatory bills, distinguishing between economic and administrative-social regulations. The results indicate that bills proposed by well-connected legislators within the co-sponsorship network are more likely to be approved. That is, both the degree of simple connections (degree centrality) among legislators and the strength of overlapping connections across multiple regulatory bills (strength centrality) significantly affect the approval process. These findings underscore the importance of detailed empirical analysis at the collective level, as the influence of legislators’ cooperation varies across different regulatory domains.
